In Canada, all the provinces offer their provincial programs under which the immigrant can apply and stay within that province for some fixed duration of time and then the candidate is free to settle anywhere across Canada. 

We at Dream create an Express entry profile and show the provinces and territories the Candidate is interested in. If the province chosen by the candidate sends a notification of Interest, that means the province has nominated the candidate through his account and he gets additional  points to apply directly in the Federal Express Entry system. This automatically gives the candidate a priority over other candidates and he is selected in the next round of invitations by the Federal Express Entry system
